John Moran

John Moran

Independent

Limerick needs change, a new direction and better delivery. It needs more housing, much more, better quality of life, more jobs, good jobs, and a more healthy Limerick. As the candidate independent of party politics, with the best financial skills and experience of government I can deliver that.

Priorities

  • Housing

Limerick needs 55,000-110,000 homes in the next 25 years. They need to be planned, financed and built and that needs to start now.

  • Other

Without a thriving local economy and good jobs in many sectors and equal opportunity for all, we cannot move forward with confidence in the future

  • Health

A more Healthy Limerick is not just about health treatment like UHL but mental health and well-being, preventative health and a healthy environment

Commercial rates in Limerick should be reduced to help local businesses, even if it means cutting spending on local services and amenities
  • Agree
  • Neither agree nor disagree
  • Disagree
  • No opinion
Comment: "But I would do it very selectively and not neccessarily with blanket reductions as the stated objective is "help local businesses". I'd prefer to finance with efficiencies or the mayor's discretionary funding "

On-street parking charges should be reduced, even if it means cutting spending on local services and amenities
  • Agree
  • Neither agree nor disagree
  • Disagree
  • No opinion
Comment: "Studies like the Limerick Chamber city centre one, show that other obstacles to a healthier retail sector in the city are more important to would be sers and it therefore seems resources should go there first."

- John Moran

Housing
4 of 21 questions
The Council should increase the percentage of social and affordable housing in all new developments
  • Agree
  • Neither agree nor disagree
  • Disagree
  • No opinion
Comment: "I have advocated for public housing to range from 20-25% across each of the four neighbourhoods I envisage for the city and hit similar levels in key towns. Rapid delivery of transition modular Limerick or AHB owned homes in the thousands is needed to bring rents in line with incomes."

- John Moran

Housing
5 of 21 questions
If someone refuses an offer of social housing, they should be put to the back of the waiting list
  • Agree
  • Neither agree nor disagree
  • Disagree
  • No opinion
Comment: "It would require a much more nuanced approach as there could be many reasons for the refusal. "

- John Moran

Housing
6 of 21 questions
More accommodation for Travellers should be built in Limerick
  • Agree
  • Neither agree nor disagree
  • Disagree
  • No opinion
Comment: "I do not currently know the facts to answer this one specifically, but as our new delivery of hosing nmbers are so far off the mark compared to our need, I imagine that the answer to this is likely be that more should be built."

- John Moran

Housing
7 of 21 questions
Too many one-off rural houses are being built in Limerick
  • Agree
  • Neither agree nor disagree
  • Disagree
  • No opinion
Comment: "Right now we are building numbers of new homes (circa 700) so far off our annual need (2000-3000) that it is likely that we may still need more such houses but as a percentage of new deliveries, the percentage should decline as we prioritise compact growth, esp at transport nodes."

- John Moran

Housing
8 of 21 questions
To increase housing density in urban areas, new developments should be limited to one parking space per house
  • Agree
  • Neither agree nor disagree
  • Disagree
  • No opinion
Comment: "Again, this does not work with a single agree or disagree. As the question applies a rule to ALL new developments. I have a different approach which is to separate parking from specific homes (and charge annual rents in new developments) so that it can be repurposed over time if demand goes down."

- John Moran

Transport
9 of 21 questions
The provision of public transport (rail and bus) should be prioritised over building roads
  • Agree
  • Neither agree nor disagree
  • Disagree
  • No opinion
Comment: "It might not be the intention but buses need roads as do new developments? so once more the question is over simplistic to be a policy rule. That said, I do believe rail should be the priority foundation of our new transport paradigm as it is so easy to build on the existing disused network. "

- John Moran

Transport
10 of 21 questions
Too many bike lanes are being built in Limerick
  • Agree
  • Neither agree nor disagree
  • Disagree
  • No opinion
Comment: "We have a proposed network which has been accepted in LSMATS. We need to complete it. There is no point in being caught half of the way across the river."

- John Moran

Transport
11 of 21 questions
Road projects such as the N/M20 and the Northern Distributor Road must be urgently progressed
  • Agree
  • Neither agree nor disagree
  • Disagree
  • No opinion
Comment: "My position on the NDR is clear. Moyross needs access to the West and that road should be completed ASAP. Plassey and UL need a solution and that also needs to be prioritised. The bit in between is a lot less obvious to me, until the Tunnel gets close to capacity. "

- John Moran

Transport
12 of 21 questions
More streets in Limerick city and town centres should be pedestrianised
  • Agree
  • Neither agree nor disagree
  • Disagree
  • No opinion
Comment: "Agree in the absolute, but as a rule, I have a preference for shared space as fully pedestrianised streets can be unfriendly to residences (and even businesses) and I believe that there is a better way outside of obvious public plazas etc. "

- John Moran

Transport
13 of 21 questions
The new 30km/h speed limit in Limerick city centre should be extended to more urban areas
  • Agree
  • Neither agree nor disagree
  • Disagree
  • No opinion
Comment: "It is one of the best ways to improve safety for all."

- John Moran

Health
14 of 21 questions
To address the trolley crisis, it is better to expand capacity in the UHL emergency department than to re-open other emergency departments in the region
  • Agree
  • Neither agree nor disagree
  • Disagree
  • No opinion
Comment: "In the interests of speed (which is badly needed) this does not seem right to me, but I announced the need for a review on terms agreed by Mayor (not just HSE) to make sure we know by evidence which is the best approach. The recent Government U-turn suggests that they agree we need to do that. "

- John Moran

Health
15 of 21 questions
The development of new private hospitals in Limerick will undermine the public health services and should be opposed
  • Agree
  • Neither agree nor disagree
  • Disagree
  • No opinion
Comment: "Again, this is stated in too bold and simplistic a fashion. What is clear to me, is that they should not be used as an excuse not to get the public hospital care to where it needs to be and so that insurance is no longer a requirement but a choice. We are a long way from there right now."

- John Moran

Law & order
16 of 21 questions
The Council should be more willing to evict local authority tenants who engage in anti-social behaviour
  • Agree
  • Neither agree nor disagree
  • Disagree
  • No opinion
Comment: "This issue is coming up over and over on canvasses and a new solution needs to be reached. The Dutch I believe have a final chance facility approach and perhaps that is worth exploring. What is clear is that we cannot continue to ignore this and let existing neighbours suffer on. "

- John Moran

Law & order
17 of 21 questions
The Council should step up efforts to impound horses that are held without licence
  • Agree
  • Neither agree nor disagree
  • Disagree
  • No opinion
Comment: "As with dogs, licences should matter and be policed. But I would add that I think a lot more can be done to support families who want to have horses and to train owners about better animal welfare and treatment."

- John Moran

Environment & energy
18 of 21 questions
More wind farms (including onshore) should be built in Limerick
  • Agree
  • Neither agree nor disagree
  • Disagree
  • No opinion
Comment: "But for all the reasons set out in my mayoral programme, I'd be strongly prioritising the offshore floating wind industry."

- John Moran

Environment & energy
19 of 21 questions
It would be good for the region if the Shannon liquefied natural gas (LNG) terminal went ahead
  • Agree
  • Neither agree nor disagree
  • Disagree
  • No opinion
Comment: "I am not over this and the arguments of both side enough to be able to express a strong opinion at this stage. Issues like energy security, is the facility privately or publicly owned all would play a role in my decision if I had to make it."

- John Moran

Immigration
20 of 21 questions
Some vacant buildings in Limerick should be used to alleviate the shortage of accommodation for asylum seekers
  • Agree
  • Neither agree nor disagree
  • Disagree
  • No opinion
Comment: "Again, I object to the idea that we only look at solving one part of the problem rather than look at all of the assets we have and all of the problems and may problems and solutions in a fully holistic way."

- John Moran

Immigration
21 of 21 questions
Limerick should accommodate a proportionate share of the asylum seekers who come to Ireland
  • Agree
  • Neither agree nor disagree
  • Disagree
  • No opinion
Comment: "But the more ambitious housing plan I have announced should require this to be done differently and well as a key pillar. This additional pressure on the system should be baked carefully into the new demand analysis. "
